Cities with low cultural literacy and participation often struggle to interpret, share, and renew cultural heritage beyond institutional venues. By linking artistic processes with site-specific interventions, adult learners can develop new perspectives on how local conditions and issues may be addressed through artistic practice. This paper reports on a exploratory educational–artistic production lab in Corfu, a city with a notably rich cultural tradition, that links adult learning with accessible public-space interventions, using lightweight creative technologies (QR-linked microstories, soundscapes, micro-projections, or simple AR layers). The study’s methodological core is a Design-Based Research (DBR) framework that integrates participatory and human-centered design, specifically informed by "HCI-in-the-wild" and field-trial perspectives. This approach explores how participatory, arts-based learning in public space can enable adults to co-create cultural narratives that strengthen cultural empowerment and support local cultural markets. Data collection is systematically structured through fieldnotes, thick description, participant narratives, and produced artefacts, alongside lightweight interaction traces captured during in-situ deployments. Ultimately, this research outlines the foundational operational model of the "Cultural Chronoflow" workshop and proposes a practical replication toolkit; these findings function as a strategic framework for scalable cultural action, ensuring that technological intervention remains human-centred and socially responsible. By establishing these initial connections, the study seeks to contribute to the sustainable evolution of digital cultural heritage, where local narratives become an inclusive, lived experience for the entire community
