Résumé:

Le succés et la voir blongévité d’une civilisation résulte d’un équilibre complexe entre les dynamiques des diverses catégories d’êtres (vivants dont les humains, l’environement naturel mais aussi technique). Notre hypothèse est que la normalisation, particulièrement celle des TIC instaure un débat institutionnellement organisé à finalité performative pour le développement d’une dynamique d’hyperconvergence. Tant au niveau national, qu’international les acteurs de ce débat ont comme objectif la fabrique de normes établies en consensus qui constituent un moteur indispensable du développement mondial des industries du numérique mais aussi de leur appropriation sociale. Nous établissons un parallèle entre d’une part le miracle grec induit par la mise au point d’un alphabet dont l’appropriation provoqua la démocratie et la mutation civilisationnelle qui suivit, et d’autre part l’actuelle montée en performance de la création normative concernant les TIC. Les normes de l’IA sont utilisées pour exemplifier l’organisation des débats d’experts normalisateurs. À la chaire ITEN-Unesco-FMSH cette problématique  très spécifique des normes et de standards est envisagée tant au niveau théorique (comme facette rarement étudiée des aspects sociétaux du numérique) mais aussi en terme de «  recherche-action » dans diverses instances de la normalisation : e-learning, IA, Blockchain, Smart-cities.

Abstract:

The success and longevity of a civilization results from a complex balance between the dynamics of the various categories of beings (living including humans, the natural but also technical environment). Our hypothesis is that standardization, particularly that of ICT, establishes an institutionally organized debate with a performative purpose for the development of a dynamic of hyperconvergence. Both at the national and international level, the actors in this debate aim to create standards established by consensus, which constitute an essential driver for the global development of digital industries, but also for their social appropriation. We establish a parallel between, on the one hand, the Greek Miracle induced by the development of an alphabet whose appropriation induced democracy and the civilizational mutation that followed with, on the other hand, the current rise in performance of normative creation concerning ICT. AI standards are used to exemplify the organization of standard-setting expert debates. At the ITEN-Unesco-FMSH chair, this very specific problem of standards is considered both at the theoretical level (as a rarely studied facet of the societal aspects of digital technology) but also in terms of "research-action" in various institutions of standardization.
